Cruise Lines International Association figures cited in the report show about 34.6 million passengers in 2024, rising to an expected 37.7 million in 2025, a rise of roughly 9%. The second is income. A growing middle class in emerging economies is spending more on leisure, and rising outbound tourism is creating first-time cruisers. The third is a taste for personalization, seen in solo-friendly itineraries, small-ship and expedition voyages, and off-peak sailings, which suggests the traditional mass-market model is slowly giving way.

The seasonality problem

Weather and calendar effects are the main brake on growth. Mediterranean deployments cluster in summer and early autumn, and Caribbean sailings face hurricane risk from June to November. These windows largely overlap, so peak demand in one basin coincides with peak weather risk in another. Operators respond with promotional pricing in quiet periods and by repositioning fleets between regions.

Major Industry Players in the Cruise Market

The competitive field is a handful of global brands with a long tail of smaller operators. Carnival Corporation & Plc and Royal Caribbean Group take most of the share. Europe is forecast to grow at 12.1% a year, a little under the global rate. Operators have broadened itineraries across the Mediterranean, Northern Europe and river routes, and they are adding newer, more sustainable ships. It is the one region where an ocean voyage and a river voyage compete directly for the same traveler.

Asia Pacific: the growth engine

Asia Pacific leads the regions covered here at 13.4% a year, roughly one point above the global rate. Homeports are expanding in China, Japan, Singapore and Australia, and shorter regional itineraries make a first cruise easier to try. Operators are also adapting dining and entertainment to local tastes.

North America's lead comes from an established base of passengers and ports, while Asia Pacific's comes from newer demand being added faster.

The cruise market is moving from recovery to expansion. The scale sits in ocean cruising and North America, and the fastest growth sits in river cruising and Asia Pacific. For operators, the practical lever is a wider passenger base, with new regions, new traveler types and new itinerary formats.
