Sugar is one of the few consumer staples where demand-side fundamentals (population growth, processed-food consumption, biofuel policy) and supply-side volatility (weather, crop allocation, currency swings) pull in opposite directions almost every quarter — which is exactly why the market's size and its price behave so differently from one another.

On the demand side, the growth story is fairly steady. Rising global population and a structural shift toward processed and convenience foods keep pushing baseline consumption higher, while sugar's role as a flavor enhancer, preservative, and texturizer in packaged goods gives it a demand floor that doesn't erode quickly even amid health-conscious reformulation trends. A few figures anchor where that demand concentrates:

  • Asia Pacific led the world with roughly 42.1% revenue share in 2023, powered by India, China, Thailand, and Indonesia's combined production and consumption base; China is forecast to be the fastest-growing individual country market, at a 7.2% CAGR.
  • Sugarcane supplies 77.9% of global sugar output, versus sugar beet, largely because cane delivers higher sugar yield per acre at lower production cost, especially across tropical growing belts.
  • Food & beverages accounts for 45.6% of end-use revenue, with white sugar (67.7% share) and granulated form (79.2% share) dominating on versatility, shelf stability, and cost.
  • North America is the fastest-growing region at a 6.5% CAGR, with the U.S. individually projected at 6.8%, ahead of Europe's 6.1% (Germany: 6.3%).

Where the market size data tells a story of steady expansion, sugar pricing tells a much choppier one — and this is the piece most industry reports gloss over. ICE #11 raw sugar futures, the global benchmark, fell from a November 2023 high of roughly 28.14 cents/lb to a multi-year low near 13.34 cents/lb in February 2026 — more than halving in just over two years on the back of surplus production. Prices then staged a partial rebound into the mid-teens as Middle East–linked oil price spikes raised Brazilian ethanol economics (sugar mills there can divert cane to fuel instead of sweetener when ethanol parity improves), only to soften back toward the 14-cent range by early April 2026 as global supply reasserted itself. The takeaway for anyone using the 6.5% CAGR figure to plan pricing strategy: revenue growth is being driven far more by consumption volume and inflation-adjusted pricing than by tight supply — the opposite of what a rising-price commodity narrative would suggest.

Key Supply Pressures

If pricing is volatile, it's because the supply base sits on a handful of genuinely fragile pressure points, not a broad, diversified base.

Brazil's dual-use crop is the single biggest swing factor. As the world's largest sugar producer and exporter (roughly 21% of global production and 45% of exports), Brazil's Center-South mills can redirect sugarcane toward ethanol whenever fuel economics improve relative to raw sugar prices. That flexibility is efficient for Brazilian producers but destabilizing for the global market — a spike in oil prices doesn't just raise input costs elsewhere, it can pull sugar supply off the table almost overnight.

India's production trajectory is turning. Output rose roughly 9% year-on-year to 27.12 million tons across the October–March window of the 2025/26 season, but forecasters expect a second consecutive annual decline in 2026/27 as lower cane yields force mills to curtail operations — a reversal that matters given India's scale as the world's second-largest producer.

Surplus forecasts keep moving, and they disagree with each other. Estimates for the 2025/26 global surplus have ranged widely across forecasting houses — from around 870,000 tons to well over 8 million tons in some projections — reflecting genuine uncertainty rather than consensus. That spread itself is a signal worth flagging to readers: no single "surplus number" should be treated as settled, and content or forecasts that present one figure as definitive are oversimplifying a fast-moving picture.

Weather and currency remain the wildcards. Dry-weather risk tied to El Niño-linked patterns, combined with a stronger or weaker Brazilian real, can each shift mill-level decisions on cane allocation between sugar and ethanol within a single crop cycle — meaning even accurate production forecasts can be overtaken by conditions on the ground within weeks.

Sugar beet is a slower-moving hedge. Though it trails cane on efficiency, the beet segment is expanding at a 5.3% CAGR as temperate-region growers in Europe and North America look to reduce reliance on tropical, biofuel-exposed cane supply — a structural diversification trend worth watching over the rest of the decade, alongside faster-growing niche categories like brown sugar (6.9% CAGR) and sugar syrup (5.6% CAGR) in convenience and ready-to-drink formats.

Bottom line

The sugar market's ~$102 billion 2030 trajectory is demand-driven and fairly predictable; its near-term pricing is not. Anyone using this data for sourcing, hedging, or content strategy should separate the two — track the CAGR for scale planning, but track Brazilian ethanol economics, Indian cane yields, and shifting surplus forecasts for anything price-sensitive.
