Legal Metrology Uttar Pradesh: Who Needs a License and How to Get One
Think about the last time you bought vegetables, sweets or a packet of biscuits. You trusted that the scale was right and that the label told the truth. Legal metrology is the system that protects that trust.
If your business makes, sells, repairs or packs anything that is weighed or measured in Uttar Pradesh, this guide is for you.
What is legal metrology?
Legal metrology is the set of rules that keeps weights, measures and packaged goods accurate and fair. In India it is governed by the Legal Metrology Act, 2009, and each state runs its own department to enforce it. A kirana weighing scale, a milk measure and a packaged snack all fall under it.
Who handles it in Uttar Pradesh?
The state’s Legal Metrology Department, also known as the Weights and Measures Department (Vidhik Maap Vigyan Vibhag), looks after this. It is led by the Controller of Legal Metrology, with offices working through zones, divisions and district inspectors. Its main jobs are to:
- Verify and stamp weighing and measuring instruments
- Check that packaged products show the correct net quantity, price and other required details
- Issue licenses and registrations to those who make, sell or repair such instruments
Who needs a legal metrology license in UP?
You will generally need a license or registration if you are:
- A manufacturer of weights, scales, meters or other measuring instruments
- A dealer who sells those instruments
- A repairer who services them
- A packer who packs goods for sale, which calls for packaged commodity registration
What about a regular shopkeeper? A small shop usually doesn’t need a manufacturer, dealer or repairer license. But its weighing scales must be verified and stamped at regular intervals, and using an unstamped or faulty scale can lead to fines.
Documents commonly required
Requirements vary by case, but UP applicants are commonly asked for:
- ID proof, address proof and photographs of the owner or partners
- Date of birth proof
- Ownership papers or a rent agreement for the premises
- Partnership deed, if it is a partnership firm
- PAN card and GST registration
- A list of tools and machinery
- An affidavit
- A Model Approval Certificate, for instruments that need one
- A Pollution Control Board NOC, in some cases such as units in the Taj Trapezium Zone
- An experience certificate, if applying as a repairer
Confirm the current checklist with the department before you apply.
How the process generally works
- Apply online on the department’s official portal and upload your documents.
- District review. The district nodal officer receives and forwards the application.
- Inspection. An inspector visits your premises and checks your papers and equipment.
- Inspection report. The inspector sends it to the Assistant Controller.
- Approval for dealers and repairers. The Assistant Controller reviews the file and issues the license.
- Approval for manufacturers. For manufacturers and state-level repairers, the file goes to the Controller for final approval.
After approval, keep your license renewed and follow every condition. Inspections can happen at any time without notice.
Why it matters for your business
- Customer trust: buyers feel safer with a business that follows the rules.
- Fewer penalties: wrong weights or missing label details can lead to fines or legal cases.
- Fair trade: every customer gets their money’s worth, and honest businesses compete on equal terms.
- Growth: big retailers, e-commerce platforms and government buyers often ask to see these licenses.
